    City of Elkins, Arkansas City Council Meeting 

    TIME: 7:00 p.m. DATE: September 19, 2019 PLACE: Elkins City Administration Building, Elkins, Arkansas 

    Present: Mayor Bruce Ledford, Council Member Lloyd Stith, Council Member Eric 

    McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, Council Member Janet Mott, and City Attorney Tom Kieklak 

    1. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 

    p.m. 

    1. Janet Mott led the invocation.
    2. Chief Bryan Watts led the Pledge of Allegiance.
    3. City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council 

    Member Lloyd Stith, Council Member Eric McGill, and Council Member Matt Francis, Council Member Jeff Plumlee, and Council Member Janet Mott were present. 

    Public Hearing: 

    A Public Hearing was held immediately prior to the regular city council meeting. The public hearing was opened and held for purposes of identifying and prioritizing community needs and to discuss the consideration of applying to the Arkansas Economic Development Commission for Block Grant Funds. Information was presented by Katherine Baker of NWA Economic Development. The public hearing was then adjourned by Mayor Ledford at 6:45 p.m. 

    1. Approval of Minutes: 

    Approval of August 15, 2019 Regular Meeting Minutes: 

    Council Member Stith made a motion to approve the regular council meeting minutes of August 15, 2019. Council Member Mott seconded the motion. Roll Call: (4/0) Motion Carried. Council Member Plumlee and Council Member Mott abstained. 

    Approval of September 12, 2019 Special Meeting Minutes

    Council Member Watt made a motion to approve the special council meeting minutes of September 12, 2019. Council Member Francis seconded the motion. Roll Call: (5/0) Motion Carried. Council Member McGill abstained.

    A) Resolution 2019-13: Designating Non-Profit Agency as CDBG Grant 

    Admin: 

    Council Member Plumlee made a motion to approve Resolution 2019-13. Council Member Watt seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously. 

    B) Resolution 2019-14 Approval of Establishing An Anti-displacement 

    Plan: 

    Council Member Stith made a motion to approve Resolution 2019-14. Council Member Watt seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously. 

    C) Resolution 2019-15 Authorizing the City of Elkins to Submit an 

    ACEDP Grant: 

    Council Member Mott made a motion to approve Resolution 2019-15. Council Member Plumlee seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously. 

    D) Resolution 2019-16 Affirming the City of Elkins Fair Housing and 

    Equal Opportunity Policy: 

    Council Member McGill made a motion to approve Resolution 2019-16. Council Member Mott seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously 

    E) Resolution 2019-17 Prohibiting the Use of Excessive Force: 

    Council Member Watt made a motion to approve Resolution 2019-17. 

    Council Member Francis seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously 

    Motion to Suspend the Rule: 

    Council Member Stith made a motion to suspend the rule. Council Member Plumlee seconded the motion. Roll Call: (5/0) Motion Carried (Council Member Watt abstained) 

    F) Ordinance 09-19-19 – Permission for Wilson Gun Shop to do 

    Business with the City of Elkins: 

    City Attorney, Tom Kieklak, read Ordinance No. 9-19-19 by title only. 

    Council Member Plumlee made a motion to approve Ordinance 09-19-19. Council Member Stith seconded the motion. Roll Call: (5/0) Motion Carried (Council Member Watt abstained) 

    G) Solid Waste Disposal Bid Selection: 

    Council Member Plumlee made a motion to authorize Mayor to contract with CARDS as the lowest bidder. Council Member Stith seconded the motion. Roll Call: (6/0) Motion Carried 

    H) City of Elkins Legislative Audit was presented to the Council. No issues 

    were found.

    2. Adjourn – Council Member Plumlee made a motion to adjourn at 8:04 p.m. 

    Council Member Stith seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously
