    City of Elkins, Arkansas City Council Meeting

    Present: 

    Mayor Bruce Ledford, Council Member Eric McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee and City Attorney Tom Kieklak 

    Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m. 

    Bryan Watts led the invocation. 

    Ron Naef led the Pledge of Allegiance. 

    City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Eric McGill, Council Member Jeff Plumlee, and Council Member Matt Francis were present. Council Member Janet Mott and Council Member Lloyd Stith were absent. 

    Approval of Minutes: 

    Approval of February 20, 2020 Regular Meeting Minutes: 

    Council Member Francis made a motion to approve the regular council meeting Minutes of February 20, 2020 as presented. Council Member McGill seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously. 

    Approval of February 27, 2020 Special Meeting Minutes: 

    Council Member Plumlee made a motion to approve the special council meeting Minutes of February 27, 2020 as presented. Council Member McGill seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously. 

    Approval of April 23, 2020 Special Meeting Minutes: 

    Council Member Francis made a motion to approve the special council meeting Minutes of April 23, 2020 as presented. Council Member McGill seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.

    A)  Approval of Parks Committee Application of Danielle Dozier: 

    Council Member Watt made a motion to approve the appointment of Danielle Dozier to the Parks Committee. Council Member Francis seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously. 

    Motion to Suspend the Rule: 

    Council Member Plumlee made a motion to suspend the rule. Council Member McGill seconded the motion. Roll Call: (4/0) Motion Carried 

    B) Ordinance 05-21–2020–A: Condemnation and Removal of Houses: 

    City Attorney, Tom Kieklak, read Ordinance No. 05-21–2020–A by title only. 

    Council Member Plumlee made a motion to approve Ordinance 05–21 2020–A. Council Member Francis seconded the motion. Roll Call: (4/0) Motion Carried 

    C) Ordinance 05–21–2020–B: Vicious Animals: 

    City Attorney, Tom Kieklak, read Ordinance No. 05–21–2020–B by title only. 

    Council Member Watt made a motion to approve Ordinance 05–21–2020 B. Council Member McGill seconded the motion, Roll Call: (470) Motion Carried 

    Council Member Francis made a motion to approve the emergency clause of Ordinance 05–21–2020–B. Council Member Watt seconded the motion. Roll Call: (4/0) Motion Carried. 

    D) Ordinance 05-21-2020-C: Restrictions to Prohibit Blocking of Mailboxes: 

    City Attorney, Tom Kieklak, read Ordinance No. 05-21–2020–C by title only.

    Council Member Plumlee made a motion to approve Ordinance 05–21 2020-E. Council Member Watt seconded the motion, Roll Call: (410) Motion Carried 

    G) Resolution 2020–6 – Elkins District Court Fees: 

    Council Member Francis made a motion to approve Resolution 2020–6. Council Member Plumlee seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.
