    Present:          Mayor Bruce Ledford, Council Member Jeff Plumlee, Council Member Eric McGill, Council Member Matt Francis, City Attorney Tom Kieklak

    1. Mayor Bruce Ledford called the City Council Special Meeting to order at 6:15 p.m.
    2. Finance Director Gayla Stahman, took roll: Council Member Jeff Plumlee, Council Member Eric McGill and Council Member Matt Francis were present. Council Members Lloyd Stith, Council Member Lindsay Watt and Council Member Janet Mott were absent.
    3. Council Member Plumlee made a motion to suspend the rules for Ordinance 04-23-2020. Council Member McGill seconded the motion. Roll Call: (3/0) Motion Carried.

    4. City Attorney Tom Kieklak read Ordinance 04-23-2020 by Title Only.

    Council Member Francis made a motion to approve Ordinance 04-23-2020. Council Member Plumlee seconded the motion. Roll Call: (4/0) Motion Carried. Mayor Voted

    5. Adjourn: Council Member McGill made a motion to adjourn at 6:25. Council Member Plumlee seconded. (3/0) Motion Carried.
