City of Elkins, Arkansas City Council Meeting

Present: 

Mayor Bruce Ledford, Council Member Eric McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, Council Member Janet Mott and City Attorney Tom Kieklak 

Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m. 

J.D. DeMott led the invocation. 

Bryan Watts led the Pledge of Allegiance, 

City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council McGill Council Member Jeff Plumlee. Council Member Janet Mott. and Council Member Matt Francis were present. Council Member Lloyd Stith was absent. 

Approval of Minutes: 

Approval of May 21, 2020 City Council Meeting Minutes: 

Council Member Plumlee made a motion to approve the City Council meeting Minutes of May 21, 2020 as presented. Council Member Francis seconded the motion. Roll Call: (470) Motion Carried – Council Member Mott abstained

Motion to Suspend the Rule: 

Council Member Plumlee made a motion to suspend the rule. Council Member Francis seconded the motion. Roll Call: (5/0) Motion Carried 

A) 

Ordinance 06-18-2020-A – Regulating the Use of Fireworks within the City of Elkins: 

City Attorney, Tom Kieklak, read Ordinance No. 06–18-2020–A by title only. 

Council Member Plumlee made a motion to approve Ordinance 06–18 2020–A. Council Member Mott seconded the motion. Roll Call: (4/1) Motion Carried.

Ordinance 06-18-2020-B: Manufactured Homes: 

City Attorney, Tom Kieklak, read Ordinance No. 06–18-2020–B by title only. 

Council Member Francis made a motion to approve Ordinance 06–18 2020–B, Council Member Plumlee seconded the motion. Roll Call: (5/0) Motion Carried 

Committee of the Whole: 

Mayor Ledford announced Council Member Stith has suffered a stroke and will no longer be able to serve. Mayor Ledford declared a vacancy. During the July council meeting a vote will be held to elect a new council member to fill the position until the end of the current term. 

Adjourn – Council Member Mott made a motion to adjourn at 7:23 p.m. Council Member Francis seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.
