    City of Elkins, Arkansas City Council Meeting

    TIME:            7:00 p.m.

    DATE:           October 17, 2019

    PLACE:        Elkins City Administration   Building,  Elkins, Arkansas

    Present:        Mayor Bruce Ledford, Council Member Lloyd Stith,      Council Member Eric

    McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, and City Attorney Tom Kieklak

    1. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
    2. D. DeMott led the invocation.
    3. Ron Naef led the Pledge of Allegiance.
    4. City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Lloyd Stith, Council Member Eric McGill, and Council Member Matt Francis, and Council Member Jeff Plumlee were present. Council Member Janet Mott was absent.
    5. Approval of Minutes:

    Approval of September 19, 2019 Regular Meeting Minutes:

    Council Member Francis made a motion to approve the regular council meeting minutes of September 19, 2019 with the addition of Eve Owens reporting for the Library under Department Reports. Council Member Watt seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.

    6. Department Reports:

    Duane Foster -Water & Sewer Department Chief Bryan Watts – Police Department Eve Owens – Library Chief J.D. DeMott – Fire Department

    7. Unfinished Business

    1. Solid Waste Disposal:

    Council Member Plumlee made a motion to opt using the 96 gallon Waste (weekly pickup) and 96 gallon Recycling Bins (bi-weekly pickup) with CARDS. Council Member Stith seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.

    8. New Business

    1. A) Resolution 2019-17: Real & Personal Tax five (5) Mills:

    Council Member Watt made a motion to approve Resolution 2019-17. Council Member Plumlee seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.

    Motion to Suspend the Rule:

    Council Member Stith made a motion to suspend the rule. Council Member McGill seconded the motion. Roll Call: (5/0) Motion Carried

    1. Ordinance 10-17-19 – Annexation of Tim Gabbard Property (Smith Road):

    City Attorney, Tom Kieklak, read Ordinance No. 10-17-19 by title only.

    Council Member Stith made a motion to approve Ordinance 10-17-19. Council Member Francis seconded the motion. Roll Call: (5/0) Motion Carried

    1. Resolution 2019-18 – Per Capita Jail Fee Agreement:

    Council Member Plumlee made a motion to approve Resolution 2019-18 Council Member Stith seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.

    9 Committee of the Whole:

    Gayla Stahman distributed the proposed 2020 Budget to council members for 1 draft review.

    1. Adjourn – Council Member Stith made a motion to adjourn at 7:48 p.m.

    Council Member Watt seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
