    City of Elkins, Arkansas City Council Meeting
    7:00 p.m. November 21, 2019 Elkins City Administration Building, Elkins, Arkansas
    Present:
    Mayor Bruce Ledford, Council Member Lloyd Stith, Council Member Eric McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, Council Member Janet Mott, and City Attorney Tom Kieklak

    A. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
    B. Janet Mott led the invocation.
    C. Preston led the Pledge of Allegiance.
    D. City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Lloyd Stith, Council Member Eric McGill, and Council Member Matt Francis, Council Member Jeff Plumlee, and Council Member Janet Mott were present.
    E. Approval of Minutes:
    Approval of October 17, 2019 Regular Meeting Minutes:
    Council Member Francis made a motion to approve the regular council meeting minutes of October 17, 2019. Council Member Watt seconded the motion. Roll Call (5/0) Council Member Mott abstained.
    F. Department Reports:
    Duane Foster-Water & Sewer Department Chief Bryan Watts – Police Department Audra Bell – Library Alexis Ward – Courts Mayor Ledford – Administration
    G. Unfinished Business
    A) Resolution 2019-21: Solid Waste Disposal Contract:
    Council Member Stith made a motion approve Resolution 2019-21. Council Member Watt seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
    H. New Business
    A) Resolution 2019-20: 2020 Budget Approval:
    Council Member Plumlee made a motion to approve Resolution 2019-20. Council Member Stith seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
    B) Street Department Building:  Not addressed.
    C) Committee Member Appointments:
    Council Member Watt made a motion to approve the appointment of George Torres to the Parks Committee. Council Member Francis seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
    Council Member Watt made a motion to approve the appointment of Ronald Nape to the Water & Sewer Committee. Council Member Mott seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
    D) Tammy Williams – Drainage in Oakwoods Subdivision:
    Ms. Williams presented pictures and videos of flooding on Richland Creek. Discussion followed.
    E) Darlene Cole – Smith Road:
    Ms. Cole addressed the Council and requested that Smith Road be maintained by City. Several other residents of Smith Road also spoke. City Attorney indicated that Smith Road is a shared private driveway. Discussion followed.
    I) Committee of the Whole:
    Center Street Café Benefit – November 22, 2019 Small Business Expo – November 30, 2019 Annual Christmas Dinner (Ugly Sweater) – December 13, 2019
    J) Adjourn

    – Council Member Mott made a motion to adjourn at 7:46 p.m. Council Member Francis seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
