City of Elkins, Arkansas City Council Meeting
TIME: 7:00 p.m.
DATE: July 18, 2019
PLACE: Elkins City Administration Building, Elkins, Arkansas
Present: Mayor Bruce Ledford, Council Member Lloyd Stith, Council Member Eric McGill, Council Member Lindsay Watt, Council Member Jeff Plumlee, Council Member Matt Francis, Council Member Janet Mott and City Attorney Tom Kieklak
- Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
- Janet Mott led the invocation.
- J.D. Demott led the Pledge of Allegiance.
- City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Lloyd Stith, Council Member Eric McGill, Council Member Jeff Plumlee, Council Member Janet Mott, and Council Member Matt Francis were present.
- Approval of Minutes:
Approval of June 20, 2019 minutes:
Council Member Stith made a motion to approve the minutes of June 20, Council Member Plumlee seconded the motion. Roll Call: (4/0). Motion Carried. (Council Members Francis and Mott abstained)

A) Resolution 2019-10: interlocal Agreement:
Council Member Stith made a motion to table the Resolution. Council Member Watt seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
B) Resolution 2019-09 (Introduced as 2019-11) Budget Revisions:
Council Member Stith made a motion to approve Resolution 2019-09. Council Member Watt seconded the motion. Roll Call: (6/0) Motion Carried.
C) Ordinance 07-18-2019 – Introduction of Ordinance to Adjust Water and Sewer Tap Fees and Setting Public Hearing on the new fees:
Council Member Plumlee made a motion to approve the introduction of Ordinance 07-18-2019. Council Member Stith seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
Ordinance 07-18-2019 will be on the August Agenda with a public hearing immediately preceding the regular council meeting.
- Committee of the Whole:
- A)Derek Hillyer, of 102 Alexander Loop in Elkins, addressed the council regarding his drainage ditch not being properly maintained by contractor or City and he had major flooding issues. He also, had a complaint that his deck improperly passed inspection by city inspector. He indicated he hired a private inspector, but went forward with purchasing the home. The Council responded to Mr. Hillyer indicating the ditch was private property and that he bought the home with knowledge of the issues, therefore, no action would be taken by the City.
- Adjourn – Council Member Stith made a motion to adjourn at 7:34 p.m. Council Member Francis seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
