Present:        Mayor Bruce Ledford, Council Member Lloyd Stith, Council Member Eric

McGill, Council Member Lindsay Watt, Council Member Jeff Plumlee and City Attorney Justin Eichman.

1. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
2. Duane Foster led the invocation.
3. Troy Reed led the Pledge of Allegiance.
4. City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Lloyd Stith, Council Member Eric McGill, and Council Member Jeff Plumlee were present.
5. Approval of Minutes:

Approval of May 16, 2019 minutes:

Council Member Stith made a motion to approve the minutes of May 16,Council Member Plumlee seconded the motion. Roll Call: (4/0). Motion Carried.

Motion to Suspend the Rule:

Council Member Plumlee made a motion to suspend the rule. Council Member Stith seconded the motion. Roll Call: (4/0) Motion Carried

Council Member Watt made a motion to approve Ordinance 06-20-2019A. Council Member McGill seconded the motion. Roll Call: (4/0) Motion Carried.

1. 1. Resolution 2019-8 Arkansas Rural Community Grant Program ($15,000 for Park Pavilion):

Mayor Ledford read Resolution 2019-8 by title only.

Council Member Stith made a motion to approve Resolution 2019-8. Council Member Plumlee seconded the motion. Roll Call: (4/0) Motion Carried.

1. 1. Ordinance 06-20-2019B – Fire Truck Loan Renewal:

Council Member Watt made a motion to approve Ordinance 06-20-201B. Council Member Stith seconded the motion. Roll Call: (4/0) Motion Carried.

9. Committee of the Whole:
   • Mayor Ledford reminded the Council the contract with Orion needs to be addressed – will call a special council meeting to discuss.
   • Rauch Coleman purchased 97 acres of the Stinson Farm for sub­division
   • Adjourn – Council Member Stith made a motion to adjourn at 7:36 p.m. Council Member Watt seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
