    City of Elkins, Arkansas City Council Meeting 

    7:00 pm January 21, 2021 Elkins Community Center Building, Elkins, Arkansas 

    Present:  Mayor Bruce Ledford, Council Member Lindsay Watt, Council Member Eric McGill, Council Member Matt Francis, Council Member Chris Smiley, and City Attorney Tom Kieklak 

    Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m

    Chief J.D. DeMott led the invocation

    Chief Bryan Watts led the Pledge of Allegiance

    City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Chris Smiley, Council Member Eric McGill, and Council Member Matt Francis were present. Council Member Jeff Plumlee was absent

     

    Approval of Minutes

    Approval of December 2020 City Council Meeting Minutes:

    Council Member Francis made a motion to approve the City Council Meeting Minutes of December 17, 2020. Council Member Watt seconded the motion. Roll Call: (4/0) Motion Carried

    Appointment of New Council Member & Swearing-in

    Council Member Smiley made a motion to approve the appointment of new council member Mary Cope. Council Member McGill seconded the motion. Roll Call: (470) Motion Carried

    Resolution 20211 Setting Forth Meeting Rules of the City Council

    Council Member Francis made a motion to approve Resolution 20211, with change on #21 to reflect agenda and agenda packet to be delivered to council members on the Tuesday afternoon prior to the council meeting. Council Member Smiley seconded the motion. A voice vote was called and all voted “aye, the issue passed unanimously. 

    Offer on Purchase of Bank Building located at 130 W. 1st Ave.

    Council Member Smiley made a motion to approve the sale of the bank building located at 130 W. 1st Ave. in the amount of $20,000. Council Member McGill seconded the motion. Roll Call: (5/0) Motion Carried

    Library Loan Modification: 

    Council Member Francis made a motion to approve the library loan modification Council Member Smiley seconded the motion. Roll Calt: (5/0) Motion Carried

    Resolution 2021-2 Approving and Adopting 2020 Reconciled Budget

    Council Member Francis made a motion to approve Resolution 20212. Council Member Smiley seconded the motion. A voice vote was called the issue passed (4/1)

    Resolution 2021-3 Approving the 2021 Budget

    Council Member Francis made a motion to approve Resolution 20213 with the addition of quarterly budget reviews. Council Member Smiley seconded the motion. A voice vote was called and all voted aye“, the issue passed unanimously

    Resolution 20214 Approving and Adopting an Amended Interlocal Agreement for Revenue and Expense Sharing by and Between the City of Elkins, Arkansas, the City of Goshen, Arkansas, and Washington County, Arkansas: 

    Council Member Francis made a motion the approve Resolution 20214. Council Member McGill seconded the motion. A voice vote was called and all voted aye, the issue passed unanimously

    Re-passage of Bond Ordinances and Resolution in order to Move Election to April:

    Council Member McGill made a motion to suspend the rule. Council Member Francis seconded the motion. Roll Call: (5/0) Motion Carried

    Ordinance 2021-1: Amending Ordinance 0707-2008 B

    Council Member Francis made a motion to approve Ordinance 20211. Council Member Watt seconded. Roll Call: (5/0) Motion Carried

    Council Member Smiley made a motion to approve Resolution 20215. Council Member Francis seconded. Roll Call: (5/0) Motion Carried

    Council Member McGill made a motion to suspend the rule. Council Member Smiley seconded the motion. Roll Call: (5/0) Motion Carried

    Ordinance 2021-2: Special Election

    Council Member Cope made a motion to approve Ordinance 20212. Council Member Francis seconded. Roll Call: (5/0) Motion Carried

    Council Member McGill made a motion to suspend the rule. Council Member Watt seconded the motion. Roll Call: (5/0) Motion Carried

    Ordinance 20213: Special Election 

    City Attorney, Tom Kieklak, read Ordinance No. 2021-3 by title only. 

    Council Member Francis made a motion to approve Ordinance 2021-3. Council Member Watt seconded. Roll Call: (5/0) Motion Carried 

    Committee of the Whole

    Lindsay Watt: receiving some complaints about the construction noise. Requesting a review and possible amendment to our current noise ordinance. Council will review other cities noise ordinances, and a city spokesperson will speak with Rausch Coleman to see if they will agree to not start loud construction until after 7:00 a.m., or in the alternative notify citizens of the dates the construction may start before 7:00 a.m

     

    Adjourn Council Member Francis made a motion to adjourn at 8:14 p.m. Council Member Watt seconded the motion. A voice vote was called and all voted aye, the issue passed unanimously.
