City of Elkins, Arkansas City Council Meeting

Present:
Mayor Bruce Ledford, Council Member Eric McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Janet Mott, and City Attorney Tom Kieklak
a. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
b. Janet Mott led the invocation.
c. J.D. Demott led the Pledge of Allegiance.
d. City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Eric McGill, Council Member Janet Mott Council Member Jeff Plumlee. and Council Member Matt Francis were present Council Member Chris Smiley was absent
e. Approval of Minutes:
Approval of September 17, 2020 City Council Meeting Minutes:
Council Member Watt made a motion to approve the City Council Meeting Minutes of September 17, 2020 as presented. Council Member Francis seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.

A) Approval of Water & Sewer Committee Member Application – Jim Cope:
Council Member Francis made a motion to approve the appointment of Jim Cope to the Water & Sewer Committee. Council Member Watt seconded. A voice vote was called and all voted “aye”, the issue passed unanimously
B) Approval of Water & Sewer Committee Member Application – Mike Abbiatti:
Council Member Francis made a motion to approve the appointment of Mike Abbiatti to the Water & Sewer Committee. Council Member Mott seconded. A voice vote was called and all voted “aye”, the issue passed unanimously.
Motion to Suspend the Rule:
Council Member McGill made a motion to suspend the rule. Council Member Mott seconded the motion. Roll Call: (4/1) Motion Carried.
C) Ordinance 10-22-2020A: To Waive Competitive Bidding for Fire Department to Purchase a Work Truck:
City Attorney, Tom Kieklak, read Ordinance No. 10-22-2020A by title only.
Council Member Plumlee made a motion to approve Ordinance 10-22 2020A Council Member Francis seconded. Roll Call: (5/0) Motion Carried
D) Ordinance 10-2202020B: To Waive Competitive Bidding for Fire Department to Purchase a Skid Unit:
City Attorney, Tom Kieklak, read Ordinance No. 10-22-2020B by title only.
Council Member Watt made a motion to approve Ordinance 10-22-2020B. Council Member Plumlee seconded. Roll Call: (5/0) Motion Carried
E) Resolution 2020-11 Ambulance Service Agreement:
Council Member Francis made a motion to approve Resolution 2020-11 approving and authorizing the Mayor to enter into an Ambulance service Agreement with Washington County Regional Ambulance Authority, Council Member McGill seconded. A voice vote was called and all voted “aye”, the issue passed unanimously
F) Resolution 2020-12 Authorizing the Real & Personal Tax 4.9 Mills:
Council Member Plumlee made a motion to approve Resolution 2020-12 authorizing the rate of property tax for the City of Elkins for the Year 2020 be collected in 2021. Council Member Mott seconded. A voice vote was called and all voted “aye”, the issue passed unanimously.
G) Resolution 2020-13 Approval of Rate Study for Water & Sewer:
Council Member Mott made a motion to approve Resolution 2020-13 approving the rate study for the Water and Sewer Department Council Member Francis seconded. A voice vote was called and all voted “aye”. the issue passed unanimously.
H) Property Clean-up at 162 S. Center St. and 1227 Maple Lane:
Mayor discussed with Council about moving forward with civil and criminal action if needed regarding these properties Council members approved.
i. Committee of the Whole:
2021 Budget will be finalized next month after meeting with City of Goshen and Washington County about District Court costs.
City received a grant, valued at $12.000, from the USDA for a one-year course relating to attracting retail to the city and will provide valuable demographic data. Mayor Ledford, Council Member Francis, and Fire Chief Demott will be taking the course.
j. Adjourn – Council Member McGill made a motion to adjourn at 7:33 p.m. Council Member Watt seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
