City of Elkins, Arkansas City Council Meeting
TIME: 7:00 p.m.
DATE: November 19, 2020
PLACE: Elkins Community Center Building, Elkins, Arkansas
Present:
Mayor Bruce Ledford, Council Member Jeff Plumlee, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Janet Mott, Council Member Chris Smiley, and City Attorney Tom Kieklak
a) Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
b) Janet Mott led the invocation.
c) Matt Francis led the Pledge of Allegiance.
d) City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Chris Smiley, Council Member Janet Mott, Council Member Jeff Plumlee, and Council Member Matt Francis were present. Council Member Eric McGill was absent.
e) Approval of Minutes:
Approval of October 22, 2020 City Council Meeting Minutes:
Council Member Plumlee made a motion to approve the City Council Meeting Minutes of October 22, 2020 as amended to add Council Member Plumlee to the “Present” description. Council Member Francis seconded the motion. A voice vote was called and all voted “aye”, the issue passed
unanimously.

No Department Reports were verbally presented.

h) New Business
A) Water & Sewer Special Election:
Mayor Ledford and City Attorney Kieklak presented the Council with information regarding moving forward with Stephens & the Friday law Firm in preparing ordinances for the Special Election. A voice vote to authorize was called and all voted “aye”, the issue passed unanimously.
Motion to Suspend the Rule:
Council Member Smiley made a motion to suspend the rule. Council Member Plumlee seconded the motion. Roll Call: (5/0)
Motion Carried.
B) Ordinance 11-19-2020A: Approval of Final Plat for O’Reilly 1 Lot Subdivision:
City Attorney, Tom Kieklak, read Ordinance No. 11-19-2020A by title only.
Council Member Plumlee made a motion to approve Ordinance 11-19 2020A Council Member Smiley seconded. Roll Call: (5/0) Motion Carried
C) Ordinance 11-19-2020B: Rezoning Real Property in the Vicinity of 1766 Riverview Drive from Agricultural (A-1) to Residential (R-4)( the ordinance originally contained a mistake in the address and the address was corrected):
City Attorney, Tom Kieklak, read Ordinance No. 11-19-2020B by title only.
Council Member Plumlee made a motion to approve Ordinance 11-19 2020B. Council Member Watt seconded. Roll Call: (5/0) Motion Carried
D) 2021 Budget:
Council Members were provided the 2021 Budget for review.
i) Committee of the Whole:
A) Mayor Ledford thanked all who have worked on the park improvements.
j) Adjourn – Council Member Watt made a motion to adjourn at 7:22 p.m. Council Member Mott seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
