    City of Elkins, Arkansas City Council Meeting
    7:00 p.m. May 20, 2021 Elkins City Hall, Elkins, Arkansas

    Present:
    Mayor Bruce Ledford, Council Member Jeff Plumlee, Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope,  Council Member Chris Smiley, Council Member Lindsay Watt, and City Attorney Tom Kieklak

    A. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
    B. Chief Bryan Watts led the invocation.
    C. Jim Cope led the Pledge of Allegiance.
    D. City Clerk, Delia Foster, took roll: Council Member Chris Smiley, Council Member Mary Cope, Council Member Eric McGill, Council Member Jeff Plumlee, Council Member Lindsay Watt, and Council Member Matt Francis were present.

    E. Approval of Minutes:
    Approval of April 15, 2021 City Council Meeting Minutes:
    Council Member Cope made a motion to approve the City Council Meeting Minutes of April 15, 2021. Council Member Watt seconded the motion. Roll Call: (6/0) Motion Carried
    F. Department Reports:
    Alexis Ward – Courts Mayor Ledford – Fire Audra Bell – Library Chief Watts – Police Duane Foster-W&S

    A) Budget Work Session Date to be set on June 17, 2021 at 6:00 p.m.

    Motion to Suspend the Rule:
    Council Member Smiley made a motion to suspend the rule. Council Member Francis seconded the motion. Roll Call: (5/0) Motion Carried.

    B) Ordinance 2021-5: Levy Additional Fines for Jail Fees
    City Attorney, Tom Kieklak, read Ordinance No. 2021-5 by title only.
    Council Member Plumlee made a motion to approve Ordinance 2021-5. Council Member Francis seconded. Roll Call: (6/0) Motion Carried
    Council Member Smiley made a motion to approve the emergency clause of Ordinance 2021-5. Council Member Francis seconded the motion. Roll Call: (6/0) Motion Carried.

    C) Parks Committee Appointment – Paul Graham
    Council Member Watt made a motion to approve the appointment of Paul Graham to the Parks Committee. Council Member Cope seconded the motion. Roll Call: (6/0) Motion Carried.
    Resolution 2021-6: Expressing the Willingness of the City of Elkins to Utilize Federal Aid Recreational Trails Program Funds:
    Council Member Watt made a motion to approve Resolution 2021-6. Council Member McGill seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.

    I. Committee of the Whole:
    A) National League of Cities – Service Line Warranty Program:
    Discussion with the council. Mayor Ledford will get further information on the program.
    B) Lindsay Watt – Amending Noise Ordinance:
    Council Member Watt requesting to remove the classification of industrial zone to limit construction hours. Other area city’s noise ordinances were provided to council members. Discussion followed.
    Council Member Plumlee made a motion to table the matter until the June council meeting to allow council members time to review the provided noise ordinances. Council Member Francis seconded the motion.
    A voice vote was called and all voted “aye”, the issue passed unanimously.

    J. Adjourn – Council Member Watt made a motion to adjourn at 7:50 p.m. Council Member McGill seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
