Mayor Bruce Ledford, Council Member Jeff Plumlee, Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope, Council Member Chris Smiley, Council Member Lindsay Watt, and City Attorney Morgan Doughty
A. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
B. J.D. DeMott led the invocation.
C. Duane Foster led the Pledge of Allegiance.
D. City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Mary Cope, Council Member Eric McGill, Council Member Jeff Plumlee, and Council Member Matt Francis were present. Council Member Chris Smiley, arrived late.
E. Approval of Minutes:
Approval of March 18, 2021 City Council Meeting Minutes:
Council Member Plumlee made a motion to approve the City Council Meeting Minutes of March 18, 2021. Council Member Cope seconded the motion. Roll Call: (470) Motion Carried. Council Member Watt abstained.

A) 2021 1st Quarter Budget Review:
Budget was discussed and questions answered by Gayla Stahman. Council will have a work session to discuss format of budget sheets. The work session will be set at the May 20th council meeting.
B) Approval of Purchase of Mack Dump Trick – Street Department:
Council Member Smiley made a motion to approve the purchase of the Mack dump truck, from the Street Department budget, in the amount of $22,000. Council Member McGill seconded the motion. Roll Call: (6/0) Motion Carried.
I. Committee of the Whole:
A) Lindsay Watt: Proposing to revise the noise ordinance for construction to prohibit construction noise during certain hours. Discussion followed, will address at the next council meeting.
B) Drainage Ditch on White Oak: Citizens from 958 & 972 White Oak addressed the Council regarding the drainage ditch behind their homes. There is standing water in areas of 1ft deep. W&S will go out and look at the issue next week.
J.Adjourn – Council Member Plumlee made a motion to adjourn at 8:22 p.m. Council Member Francis seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.Note: Meeting minutes are posted after approval at following City Council meeting.
