Present:
Mayor Bruce Ledford, Council Member Lloyd Stith, Council Member Eric McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, and City Attorney Tom Kieklak
1. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
2. J.D. DeMott led the invocation.
3. Troy Reed led the Pledge of Allegiance.
4. City Clerk, Delia Foster, took roll:
Council Member Lindsay Watt, Council Member Lloyd Stith, Council Member Eric McGill, and Council Member Matt Francis, Council Member Jeff Plumlee, were present. Council Member Janet Mott was absent.
5. Approval of Minutes:
Approval of December 19, 2019 Regular Meeting Minutes:
Council Member Plumlee made a motion to approve the regular council meeting minutes of December 19, 2019 as presented. Council Member Stith seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.
6. Department Reports:
Duane Foster–Water & Sewer Department Troy Reed – Police Department Chief J.D. DeMott – Fire Department Alexis Ward – Courts Administration – Gayla Stahman

A) Resolution 2020-1 – Supporting the House Joint Resolution 1018 of 2019:
Council Member Plumlee made a motion to approve Resolution 2020–1. Council Member Francis seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.
Motion to Suspend the Rule:
Council Member Stith made a motion to suspend the rule. Council Member Stith seconded the motion. Roll Call: (5/0) Motion Carried
B) Ordinance 01-16-2020-A: Purchase and Finance of Tanker Fire Truck:
Council Member Plumlee made a motion to approve Ordinance 01–16 2020-A to authorize the Lease-Purchase of an International MV 2200 Gallon Tanker fire truck. Council Member Watt seconded the motion. Roll
Call: (5/0) Motion Carried
C) Ordinance 01-16-2020-B – Purchase of Work Truck for Fire Department:
Council Member Francis made a motion to approve Ordinance 01–16 2020-B to waive formal competitive bidding in order to purchase a work truck from Lewis Chrysler Dodge Jeep Ram in the amount of $44,813. Council Member Plumlee seconded the motion. Roll Call: (5/0) Motion Carried
D) Resolution 2020-2 – Meeting Rules of the City Council:
Council Member Stith made a motion to approve Resolution 2020–2. Council Member Plumlee seconded the motion. A voice vote was called for and all voted “aye“, the issue passed unanimously.
E) Resolution 2020-3 – Intent to Finance Four (4) Police Vehicles: (note, this Resolution was introduced during Department Reports)
Council Member Watt made a motion to approve Resolution 2020-3. Council Member Stith seconded the motion. A voice vote was called for and all voted “aye“, the issue passed unanimously.
9. Committee of the Whole:
A) State of the City address by Mayor Ledford
10. Adjourn – Council Member Stith made a motion to adjourn at 7:42 p.m. Council Member Stith seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously,
