    TIME:             7:00 p.m.

    DATE:            December 19, 2019

    PLACE:         Elkins City Administration Building, Elkins, Arkansas

    Present:        Mayor Bruce Ledford, Council Member Lloyd Stith, Council Member Eric

    McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, Council Member Janet Mott, and City Attorney Tom Kieklak

    1. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
    2. Janet Mott led the invocation.
    3. Duane Foster led the Pledge of Allegiance.
    4. City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Lloyd Stith, Council Member Eric McGill, and Council Member Matt Francis, Council Member Jeff Plumlee, and Council Member Janet Mott were present.
    5. Approval of Minutes:

    Approval of November 21, 2019 Regular Meeting Minutes:

    Council Member Stith made a motion to approve the regular council meeting minutes of November 21,2019 with the correction of spelling of last name Naef on 8(c). Council Member Francis seconded the motion. Roll Call (6/0) Motion Carried.

    1. Department Reports:

    Duane Foster -Water & Sewer Department Chief Bryan Watts – Police Department Chief J.D. Demott – Fire Department Alexis Ward – Courts

    1. Unfinished BusinessA) Street Department Building:

    Council Member Plumlee made a motion to authorize Mayor Ledford to

    proceed with obtaining bids for 40×60 metal building to be built on Riverview property. Council Member Mott seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.

    1. New Business

    Motion to Suspend the Rule:

    Council Member Stith made a motion to suspend the rule. Council Member McGill seconded the motion. Roll Call: (6/0) Motion Carried

    a) Ordinance 12-19-2019: Purchase of Truck for Water Department:

    Council Member Plumlee made a motion to approve Ordinance 12-19­2019 to authorize waiving competitive bidding and purchase truck from Superior Auto Group. Council Member Stith seconded the motion. Roll Call: (6/0) Motion Carried

    City Attorney, Tom Kieklak, read Ordinance 12-19-2019 by title only.

    b) Resolution 2019-22 – City of Goshen – Court:

    Council Member Watt made a motion to approve Resolution 2019-22 to authorize Mayor Ledford to execute an agreement with Goshen for purpose of sharing District Court costs. Council Member Stith seconded the motion. Roll Call: (6/0) Motion Carried

    1. Committee of the Whole: a)Workday at Bunch Park – March 14, 2020
      b) Winter Municipal League Conference – February 12-13, 2020
      c) Council Member Janet Mott thanked everyone for help with the community Thanksgiving Dinner
    2. Adjourn – Council Member Watt made a motion to adjourn at 7:44 p.m.

    Council Member Stith seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
