Present: Mayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope, Council Member Chris Smiley, Council Member Lindsay Watt, and City Attorney Morgan Doughty

A) Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
B) Chris Smiley led the invocation.
C) Troy Reed led the Pledge of Allegiance.
D) City Clerk, Delia Foster, took roll: Council Member Chris Smiley, Council Member Mary Cope, Council Member Eric McGill, Council Member Lindsay Watt, Council Member Jeff Plumlee, and Council Member Matt Francis were present.
E) Approval of Minutes:
Approval of June 17, 2021 City Council Meeting Minutes:
Council Member Watt made a motion to approve the City Council Meeting Minutes of June 17, 2021. Council Member Cope seconded the motion. Roll Call: (570) Motion Carried. (Council Member Plumlee abstained.)
F) Department Reports:
Alexis Ward – Courts Mayor Ledford for J.D. DeMott – Fire Audra Bell – Library Troy Reed – Police Duane Foster – W&S Gayla Stahman – Admin

A) Resolution 2021-9 Authorizing Mayor to Execute Agreement for Engineering Services regarding Sewer Projects with Garver:
Council Member Francis made a motion to approve Resolution 2021-9. Council Member Watt seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
B) Approval of Planning Committee Application – Bo Mabry:
Council Member Smiley made a motion to approve the appointment of Bo Mabry to the Planning Committee. Council Member Cope seconded. A voice vote was called and all voted “aye”, the issue passed unanimously.
C) Approval of Parks Committee Application – Teresa Graves:
Council Member Cope made a motion to approve the appointment of Teresa Graves to the Parks Committee. Council Member Smiley seconded. A voice vote was called and all voted “aye”, the issue passed unanimously.
D) Second Quarter Budget Review:
Council Members approve new budget format.
I) Committee of the Whole:
A) Council Members and Committees to have a quarterly workshop together.
B) Council Member Smiley read a letter from a constituent in his ward regarding speeding on Harris Road.
J) Adjourn: Council Member McGill made a motion to adjourn at 7:34 p.m. Council Member Francis seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
