    City of Elkins, Arkansas City Council Meeting
    7:00 p.m. June 17, 2021 Elkins City Hall, Elkins, Arkansas

    Present:
    Mayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope, Council Member Chris Smiley, Council Member Lindsay Watt, and City Attorney Tom Kieklak

    A. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
    B. Duane Foster led the invocation.
    C. Audra Bell led the Pledge of Allegiance.
    D. City Clerk, Delia Foster, took roll: Council Member Chris Smiley, Council Member
    Council Member Eric McGill, Council Member Lindsay Watt, and Council Member Matt Francis were present. Council Member Jeff Plumlee was absent.
    E. Approval of Minutes:
    Approval of May 20, 2021 City Council Meeting Minutes:
    Council Member Watt made a motion to approve the City Council Meeting Minutes of May 20, 2021. Council Member Smiley seconded the motion. Roll Call: (570) Motion Carried
    Approval of June 10, 2021 City Council Special Meeting Minutes:
    Council Member Watt made a motion to approve the City Council Special Meeting minutes of June 10, 2021. Council Member Cope seconded the motion. Roll Call: (570) Motion Carried
    F. Department Reports:

    G. Unfinished Business

    A) Lindsay Watt – Noise Ordinance:
    Council Member Smiley made a motion to refer the current Noise Ordinance to the Planning Commission for further development. Council Member Francis seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.

    H. New Business

    A) Contract for Sanitary Sewer Service with City of Fayetteville:

    The contract was provided to the City Council for review. Council Member Francis made a motion to give Mayor Ledford the power to execute the contract if needed. Council Member Cope seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.

    B) Approval of Parks Committee Application – Stephanie Burrell:

    Council Member Cope made a motion to approve the appointment of Stephanie Burrell to the Parks Committee. Council Member Watt seconded. A voice vote was called and all voted “aye”, the issue passed unanimously.

    C) Resolution 2021-7: Condemning Property located at 2415 Heather Lynn Lane:

    Council Member Smiley made a motion to approve Resolution 2021-7. Council Member Cope seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.

    D) Resolution 2021-8: Approval to Seek Grant from the Blue & You Foundation to Repave, Extend, and Add Lighting to the Bunch Park Trail:

    Council Member Watt made a motion to approve Resolution 2021-8. Council Member Smiley seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously,
