    City of Elkins, Arkansas City Council Meeting

    7:00 p.m. January 27, 2022 Elkins City Hall, Elkins, Arkansas

    Present: Mayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Lindsay Watt, Council Member Jeff Plumlee, Council Member Mary Cope, and City Attorney Tom Kieklak

    Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.

    Chief J.D. DeMotte led the invocation.

    Jim Cope led the Pledge of Allegiance.

    City Clerk, Delia Foster, took roll: Council Member Eric McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, and Council Member Mary Cope were present. Council Member Chris Smiley was absent.

    Approval of Minutes:

    Approval of December 16, 2021 City Council Meeting Minutes:

    Council Member Watt made a motion to approve the City Council Meeting Minutes of December 16, 2021, Council Member Cope seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.

    Department Reports:

    Chief J.D. DeMott – Fire Audra Bell – Library Chief Bryan Watts – Police Duane Foster – Water, Sewer, Streets Alexis Ward – Court

    Unfinished Business

    A) Fire and Police Impact Fees Discussion:

    State Law requires a study will be conducted before an ordinance can be presented to the Council. Council Members were all in agreement to authorize City Attorney to reach out to firm in Austin, Texas, which conducted the City of Tontitown’s study, or any firm that offers this service to request a proposal for the study.

    New Business

    A) Resolution 2022-1 Setting Forth the Meeting Rules of the City Council for the City of Elkins, Arkansas:

    Council Member Francis made a motion to approve Resolution 2022-1. Council Member Plumee seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.

    B) 2020 Audit Discussion:

    The City Council was presented with the findings of the 2020 Audit.

    C) Resolution 20222 Adopting a Policy to Improve and Safeguard Monetary Transactions in the City of Elkins, Arkansas:

    Council Member Francis made a motion to approve Resolution 2022-2. Council Member McGill seconded the motion. The change shall be effective March 1, 2022. A voice vote was called and all voted “aye”, the issue passed unanimously,

    D) Resolution 20223 Approving and Adopting the Final 2021 Budget for the City of Elkins, Arkansas:

    Council Member Francis made a motion to approve Resolution 2022-3. Council Member Plumee seconded the motion. Correction in Paragraph 3 – change year to 2021. A voice vote was called and all voted “aye”, the issue passed unanimously.

    E) Resolution 20224 Expressing the Willingness of the City of Elkins to Utilize State Aid Street Monies for the Elkins Overlay No.2 Project:

    Council Member Francis made a motion to approve Resolution 2022-4. Council Member Cope seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.

    F) Ordinance 2022-1 Vacate an Unused and Unneeded Street Right-of-Way Located at the end of Twin Oaks Drive and for Other Purposes within the City of Elkins, Arkansas:

    Motion to Suspend the Rule:

    Council Member Francis made a motion to suspend the rule and to read Ordinance 2022-1 by title only, Council Member McGill seconded the motion. Roll Call: 5/0 Motion Carried

    City Attorney, Tom Kieklak, read Ordinance No. 2022-1 by title only.

    Council Member Watt made a motion to approve Ordinance 2022-1. Council Member Francis seconded. Roll Call: (5/0) Motion Carried

    Committee of the Whole:

    Statements of Financial Interest Forms — to be turned into Donna.

    Adjourn:

    Council Member McGill made a motion to adjourn at 7:44 p.m. Council Member Watt seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
