City of Elkins, Arkansas City Council Meeting
7:00 p.m. December 16, 2021 Elkins City Hall, Elkins, Arkansas
Present: Mayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Chris Smiley, Council Member Lindsay Watt, Council Member Jeff Plumlee, Council Member Mary Cope, and City Attorney Tom Kieklak
Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
Chief Bryan Watts led the invocation.
Cpt. Troy Reed led the Pledge of Allegiance.
City Clerk, Delia Foster, took roll: Council Member Chris Smiley, Council Member Eric McGill, Council Member Lindsay Watt, and Council Member Matt Francis, Council Member Jeff Plumlee, and Council Member Mary Cope were present.
Approval of Minutes:
Approval of November 18, 2021 City Council Meeting Minutes:
Council Member Francis made a motion to approve the City Council Meeting Minutes of November 18, 2021 with change to 9(A) to reflect $1,000 per month. Council Member Plumlee seconded the motion. Roll Call: 6/0 Motion Carried.
Department Reports:

Unfinished Business
A) Resolution 2021–12 Approval of 2022 Budget: Council Member Francis made a motion to approve Resolution 2021–12 contingent upon quarterly reviews being held in conjunction with the all committee meetings. Council Member Plumlee seconded the motion. Roll Call: 6/0 Motion Carried
New Business
A) Fire and Police Impact Fee Discussion:
Cpt. Troy Reed presented information to the Council Members regarding Fire and Police impact fees which would be charged per building permit. A study will be required before an ordinance can be presented to the Council. Council Members were all in agreement to authorize proposals for the study be acquired.
B) Resolution 2021-13 – Water & Sewer Policy Changes:
Council Member Francis made a motion to approve Resolution 2021–13. Council Member Cope seconded the motion, Roll Call: (6/0) Motion Carried,
Committee of the Whole:
A)Mayor Ledford requested the 22 full–time employees be given a bonus of $2,080 each (total $45,760) from the American Cares Act funds.
Council Member Cope made a motion to authorize the bonus payments. Council Member Plumlee seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.
B) Council Member Francis informed the Council that the City of Elkins received honorable mention for the Volunteer Community of the Year.
C) Mayor Ledford informed the Council that a $20,000 grant had been awarded for trails.
Adjourn:
Council Member Francis made a motion to adjourn at 7:48 p.m. Council Member Watt seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
