6:30 p.m. June 10, 2021 Elkins City Administration Building, Elkins, Arkansas
Present: Mayor Bruce Ledford, Council Member Chris Smiley, Council Member Eric McGill, Council Member Lindsay Watt, Council Member Jeff Plumlee, Council Member Matt Francis, Council Member Mary Cope and City Attorney Tom Kieklak

A. Mayor Bruce Ledford called a Special City Council Meeting of the City of Elkins at 6:30 p.m.

B. City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Chris Smiley, Council Member Eric McGill, Council Member Jeff Plumlee, Council Member Mary Cope, and Council Member Matt Francis were present.
Motion to Suspend the Rule:
Council Member Francis made a motion to suspend the rule and read Ordinance 2021-6A by title only. Council Member Plumlee seconded the motion. Roll Call: (6/0) Motion Carried.

C. Ordinance 2021-6A:
City Attorney, Tom Kieklak, read Ordinance No. 2021-6A by title only.
Council Member Plumlee made a motion to approve Ordinance 2021-6A. Council Member Francis seconded. Roll Call: (6/0) Motion Carried
Council Member Plumlee made a motion to approve the emergency clause of Ordinance 2021-6A. Council Member Cope seconded the motion. Roll Call: (6/0) Motion Carried.

Motion to Suspend the Rule:

Council Member Watt made a motion to suspend the rule and read Ordinance 2021-6B by title only. Council Member Cope seconded the motion. Roll Call: (6/0) Motion Carried.
D. Ordinance 2021-6B:
City Attorney, Tom Kieklak, read Ordinance No. 2021-6B by title only.
Council Member Watt made a motion to approve Ordinance 2021-6B. Council Member Plumlee seconded. Roll Call: (6/0) Motion Carried
Council Member Francis made a motion to approve the emergency clause of Ordinance 2021-6B. Council Member Watt seconded the motion. Roll Call: (6/0) Motion Carried.

E. Adjourn – Council Member McGill made a motion to adjourn at 6:50 p.m. Council Member Francis seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
