TIME: DATE; PLACE: 7:00 p.m. July 21, 2022 Elkins City Hall, Elkins, Arkansas
Present: Mayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope, Council Member Chris Smiley, Council Member Jeff Plumlee, Council Member Lindsay Watt and City Attorney Tom Kieklak
A) Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
B) Chief J.D. DeMotte led the invocation.
C) Mary Cope led the Pledge of Allegiance.
D) City Clerk, Delia Foster, took roll: Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope, Council Member Chris Smiley, Council Member Lindsay Watt, and Council Member Jeff Plumlee were present.
E) Approval of Minutes:
Approval of June 16, 2022 City Council Meeting Minutes:
Council Member Francis made a motion to approve the City Council Meeting Minutes of June 16, 2022. Council Member Plumlee seconded the motion. Roll Call: (5/0) Council Member Watt abstained. Motion Carried
F) Committee-of-the-Whole:
Mr. Nick Kaufman, 524 Stowers, lodged a complaint regarding the work on a drainage ditch behind his home and the lack of communication, Duane Foster, Water & Sewer Superintendent, responded as well as the City Attorney. Discussion with the Council members and Mayor concluded that communication with citizens is key to working together.

I) New Business
A) Resolution 2022-6 – To Approve and Authorize the Purchase of Certain Real Property for a New Lift Station in the City of Elkins:
Council Member Watt made a motion to approve Resolution 2022-6. Council Member Cope seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
B) Library Board Appointments:
Council Member Watt made a motion to approve the appointments of Eva Owens and Kathie Battenfield to the Library Board. Council Member Smiley seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.
C) Planning Board Appointment:
Council Member Smiley made a motion to approve the appointment of Jeffrey Brenaman to the Planning Board. Council Member Francis seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.
D) Ordinance No. 2022-4 – An Ordinance Amending Section 7.52.04 “Public Places” of the Elkins City Municipal Code:
Council Member Francis made a motion to suspend the rule and to read Ordinance 2022-4 by title only. Council Member Watt seconded the motion, Roll Call: 6/0 Motion Carried
City Attorney, Tom Kieklak, read Ordinance No. 2022–4 by title only.
Council Member Cope made a motion to approve Ordinance 2022–4. Council Member Plumlee seconded. Roll Call: (6/0) Motion Carried
E) Resolution 2022-7 – Authorizing the Execution of Documents to Modify Library Loan with Arvest Bank for the City of Elkins:
Council Member Watt made a motion to approve Resolution 2022–7. Council Member Smiley seconded the motion, A voice vote was called and all voted “aye“, the issue passed unanimously.
J) Adjourn:
Council Member Watt made a motion to adjourn at 7:36 p.m. Council Member Cope seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.
