    City of Elkins, Arkansas City Council Meeting 

    7:00p.m. November 18, 2021 Elkins City Hall, Elkins, Arkansas 

    PresentMayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Chris Smiley, Council Member Lindsay Watt, Council Member Jeff Plumlee, Council Member Mary Cope, and City Attorney Tom Kieklak 

    Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m

    J.D. DeMott led the invocation

    Council Member Matt Francis led the Pledge of Allegiance

    City Clerk, Delia Foster, took roll: Council Member Chris Smiley, Council Member Eric McGill, Council Member Lindsay Watt, and Council Member Matt Francis, Council Member Jeff Plumlee, and Council Member Mary Cope were present

    Approval of Minutes

    Approval of October 21, 2021 City Council Meeting Minutes: 

    Council Member Francis made a motion to approve the City Council Meeting Minutes of October 21, 2021. Council Member Watt seconded the motion. Roll Call: 4/0 Motion Carried. Council Member Plumlee and Council Member Cope abstained

    ACARDS Rate Increase: 

    Council Member Smiley made a motion to approve the proposed rate increase. Council Member Watt seconded the motion. A voice vote was called and all voted aye, the issue passed unanimously

    B) Approval of Library Board Appointment of Kathy Kirk

    Council Member Cope made a motion to approve the appointment of Kathy Kirk to the Library Board. Council Member Watt seconded. A voice vote was called and all voted aye, the issue passed unanimously

    C) Approval of Library Board Appointment of Nan Abbiatti: 

    Council Member Cope made a motion to approve the appointment of Nan Abbiatti to the Library Board. Council Member Watt seconded. A voice vote was called and all voted aye”, the issue passed unanimously

    D) Ordinance 2021-7 Vacate Water & Sewer Right of Way 2590 N. Center St: 

    Motion to Suspend the Rule: 

    Council Member Smiley made a motion to suspend the rule and read Ordinance 20217 by title only. Council Member Francis seconded the motion. Roll Call: 6/0 Motion Carried 

    City Attorney, Tom Kieklak, read Ordinance No. 20217 by title only

    Council Member Watt made a motion to approve Ordinance 20217. Council Member Francis seconded. Roll Call: (6/0) Motion Carried 

    2022 Budget Discussion

    A budget workshop is scheduled on December 2, 2021 at 7:00p.m.  

    Committee of the Whole: 

    AMayor Ledford reminded the Council to continue to consider and provide feedback on the NWA Job Focus plan to attract medical factories to our region. The City would be required to provide 10 acres of land ready for use, and provide a financial buyin of $1,000 per year for 3 years

    B) Council was asked to authorize logos of sponsors on the City website. Council authorized the logos to appear on a separate events page

    CHoliday Expo to be held Saturday, November 20, 2021, 10AM2PM. There will be 30 local vendors and nonprofits in attendance.

    Council Member Francis made a motion to adjourn at 7:38 p.m. Council Member Watt seconded the motion. A voice vote was called and all voted aye, the issue passed unanimously
