7:00 p.m. December 2, 2021 Elkins City Administration Building, Elkins, Arkansas 

Present: 

Mayor Bruce Ledford, Council Member Jeff Plumlee, Council Member Eric McGill, Council Member Matt Francis, Council Member Chris Smiley, Council Member Mary Cope, City Attorney Tom Kieklak 

Mayor Bruce Ledford called the City Council Special Meeting to order at 7 m. 

Finance Director Gayla Stahman, took roll: Council Member Jeff Plumlee, Council Member Matt Francis and Council Member Mary Cope, Council Member Eric McGill and Council Member Chris Smiley were present. Council Members Lindsay Watt was absent. 

Ordinance 2021–8 – Implementing a Marriage Provision for Members of The Elkins Local Fire Pension Fund and for Other Purposes: 

Motion to Suspend the Rule: 

Council Member McGill made a motion to suspend the rule and read Ordinance 2021–8 by title only. Council Member Francis seconded. Roll Call: (5/0) Motion Carried. 

City Attorney Tom Kieklak read Ordinance 2021–8 by Title Only. 

Council Member Smiley made a motion to approve Ordinance 2021–8. Council Member Cope seconded the motion. Roll Call (570) Motion Carried. 

Council Member McGill made a motion to approve the emergency clause of Ordinance 2021–8. Council Member Francis seconded the motion. Roll Call (5/0) Motion Carried. 

Adjourn: Council Member Francis made a motion to adjourn at 7:05. Council 

Member Plumlee seconded. (570) Motion Carried.
