7:00 pm July 16, 2020 Elkins Community Center Building, Elkins, Arkansas

Present:
Mayor Bruce Ledford, Council Member Eric McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, Council Member Janet Mott, Council Member Chris Smiley and City Attorney Tom Kieklak

A) Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
B) Janet Mott led the invocation.
C) Chris Smiley led the Pledge of Allegiance.
D) City Clerk, Delia Foster, took roll:

Council Member Lindsay Watt, Council Member Eric McGill, Council Member Jeff Plumlee, Council Member Janet Mott, and Council Member Matt Francis were present.

E) Approval of Minutes:
Approval of June 18, 2020 City Council Meeting Minutes:
Council Member Francis made a motion to approve the City Council Meeting Minutes of June 18, 2020 as presented. Council Member Mott
seconded the motion. Roll Call: (5/0) Motion Carried

a) Appointing Replacement for Council Member Lloyd Stith Nominee: Chris Smiley:
Council Member Mott made a motion to approve the appointment of Chris Smiley to replace Council Member Lloyd Stith. Council Member Plumlee seconded. A voice vote was called and all voted “aye”, the issue passed unanimously.

b) 2019 Legislative Audit:
The 2019 Legislative Audit was presented to the Council.
Motion to Suspend the Rule:
Council Member Watt made a motion to suspend the rule. Council Member McGill seconded the motion. Roll Call: (6/0) Motion Carried

c) Ordinance 07-16-2020 Use of Face Masks Due to COVID-19 Pandemic:
City Attorney, Tom Kieklak, read Ordinance No. 07-16-2020 by title only.
Council Member McGill made a motion to approve Ordinance 07-16-2020. Council Member Watt seconded. Roll Call: (4/2) Motion Carried
Council Member Watt made a motion to approve the emergency clause of Ordinance 07-16-2020. Council Member McGill seconded the motion. Roll Call: (5/1) Motion Carried

d) Resolution 2020-7 Authorizing Court Clerk to be Authorized Signatory on Specified Bank Accounts of the City of Elkins:
Council Member Mott made a motion to approve Resolution 2020-7 authorizing Court Clerk, Alexis Ward, to be authorized signatory. Council Member Watt seconded. A voice vote was called and all voted “aye”, the issue passed unanimously.

e) Resolution 2020-7 Authorizing Council Member to be Authorized Signatory on Specified Bank Accounts of the City of Elkins:
Council Member Francis made a motion to approve Resolution 2020-7 authorizing Council Member, Chris Smiley, to be authorized signatory. Council Member Mott seconded. A voice vote was called and all voted “aye”, the issue passed unanimously.
