    PLACE: Elkins City Administration           Building, Elkins, Arkansas

    Present:  Mayor Bruce Ledford, Council Member Lloyd Stith, Council Member Eric McGill,Council Member Lindsey Watt, Council Member Jeff Plumlee, Council Member Matt Francis, and City Attorney Tom Kieklak.

    1. Mayor Bruce Ledford called a Special City Council Meeting of the City of Elkins at 6:00 p.m.
    2. City Clerk, Delia Foster, took roll: Council Member Lindsey Watt, Council Member Lloyd Stith, Council Member Eric McGill, Council Member Jeff Plumlee, and Council Member Matt Francis were present. Council Member Janet Mott was absent.
    3. Ordinance No. 02-07-2019 – Rezoning 2.59 Acres from R-l to R-3 Calvin Tackett Property:

    Council Member McGill made a motion to suspend the rules to allow the rezoning. Council Member Stith seconded the motion. Roll Call: (5/0) Motion Carried.

    Council discussed the Ordinance.

    Council Member Plumlee made a motion to approve Ordinance 02-07-2019. Council Member Stith seconded the motion. Roll Call: (5/0) Motion Carried.

    Council Member Plumlee made a motion to approve the emergency clause of Ordinance 02-07-2019. Council Member Stith seconded the motion. Roll Call: (5/0) Motion Carried.

    1. Adjourn – Council Member Watt made a motion to adjourn at 6:34 p.m. Member McGill seconded the motion. (5/0) Motion Carried.
