    City of Elkins, Arkansas City Council Meeting

    TIME:                 7:00 p.m.

    DATE:                 January 10, 2019

    PLACE:              Elkins City Administration Building, Elkins, Arkansas

    Present:               Mayor Bruce Ledford, Council Member    Lloyd Stith,   Council Member Eric McGill, Council Member Lindsey Watt, Council Member Jeff Plumlee, Council Member Matt Francis, Council Member Janet Mott and City Attorney Tom Kieklak.

    1. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
    2. Janet Mott led the invocation.
    3. Preston Griffin led the Pledge of Allegiance.
    4. City Clerk, Delia Foster, took roll: Council Member Lindsey Watt, Council Member Lloyd Stith, Council Member Eric McGill, Council Member Janet Mott. Council Member Jeff Plumlee, and Council Member Matt Francis were present.
    5. Approval of Minutes:

    Approval of December 20, 2018 minutes:

    Council Member Plumlee made a motion to approve the minutes of December 20, 2018. Council Member Stith seconded the motion. Roll Call: (5/0). Motion Carried. (Council Member Mott abstained)

    Council Member Plumlee made a motion to approve Resolution 2019-01 authorizing the Mayor to solicit proposals for an exclusive solid waste disposal franchise agreement from solid waste management entities desiring to do business within the incorporated limits of Elkins. Council Member Mott seconded the motion. Roll Call: (6/0). Motion Carried.

    Council Member Mott made a motion approve Resolution 2019-02 to authorize the City of Elkins Fire Department to initiate the order of a new fire truck.

    Council Member Watt seconded the motion. Roll Call: (6/0) Motion Carried.

    • Elkins District Court Salary Ceiling:

    Council Member Stith made a motion to approve the request of the Elkins District Court to raise the salary ceiling from $40,000 to $50,000. Council Member Plumlee seconded the motion. Roll Call: (6/0) Motion Carried.

    Council Member Stith made a motion to approve Resolution 2019-03 authorizing the purchase of one Kubota KX040 Excavator from Springdale Tractor in the amount of $56,509. Council Member Mott seconded the motion. Roll Call:

    (6/0) Motion Carried.

    • Community Center Loan:

    Council Member Mott made a motion to authorize the pay-off of the Elkins Community Center loan in the amount of $78,789.33. Council Member McGill seconded the motion. Roll Call: (6/0) Motion Carried.

    • Meeting Rules of the City Council for the City of Elkins, Arkansas:

    Council Member Plumlee made a motion to continue previous meeting rules of the City Council, and in the absence of the Mayor that Council Member Lloyd Stith shall be the presiding officer of the council meeting. Council Member McGill seconded the motion. Roll Call: (6/0) Motion Carried.

    9. Committee of the Whole:

    A) Duane Foster, Water & Sewer Superintendent, asked the Council to consider increasing the current water reconnect fees from $25 to $50 for first reconnect, and $75 for subsequent reconnects. Also, proposed increasing the cost of taps from the current flat rate of $700 to the following: 3/4”- $950; 1” – $1100; 2” – $3000.
