Present:
Mayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Lindsay Watt, Council Member Jeff Plumlee, Council Member Mary Cope, Council Member Chris Smiley, and City Attorney Tom Kieklak
A) Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
B) Chris Smiley led the invocation.
C) Troy Reed led the Pledge of Allegiance.
D) City Clerk, Delia Foster, took roll: Council Member Eric McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, and Council Member Mary Cope, and Council Member Chris Smiley were present.
E) Approval of Minutes:
Approval of January 27, 2022 City Council Meeting Minutes:
Council Member Watt made a motion to approve the City Council Meeting Minutes of January 27, 2022. Council Member Francis seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
Committee-of-the–Whole:
An all committee‘s meeting will be held April 28, 2022 at 7:00 p.m.

Mayor Ledford – Fire Audra Bell – Library Troy Reed – Police Duane Foster – Water, Sewer, Streets Alexis Ward – Court

A) Water and Sewer Committee Appointments:
Council Member Francis made a motion to approve the appointments of Terry Johnson and Luz Esmeralda Marin to the Water and Sewer Committee. Council Member Cope seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
B) Ordinance 2022-2 An Ordinance Redistricting City Wards:
Council Member Watt made a motion to suspend the rule and to read Ordinance 2022–2 by title only. Council Member Smiley seconded the motion. Roll Call: 6/0 Motion Carried
City Attorney, Tom Kieklak, read Ordinance No. 2022–2 by title only.
Council Member Watt made a motion to approve Ordinance 2022–2. Council Member Plumlee seconded. Roll Call: (6/0) Motion Carried
C) State of the City by Mayor Ledford
I) Adjourn:
Council Member Watt made a motion to adjourn at 7:34 p.m. Council Member Cope seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
