    City of Elkins, Arkansas City Council Meeting

    Time: 7:00 p.m.

    Date: April 18, 2019

    Place: Elkins City Administration Building, Elkins, Arkansas

    Present: Mayor Bruce Ledford, Council Member Lloyd Stith, Council Member Eric McGill, Council Member Lindsay Watt, Council Member |anet Mott, Council Member Matt Francis, and City Attorney Tom Kieklak.

     

    1 Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.

    Janet Mott led the invocation.

    . Dilan Foster led the Pledge of Allegiance.

    . City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Lloyd Stith, Council Member Eric McGill, Council Member janet Mott, Council Member Jeff Plumlee were present and Council Member Matt Francis (arrived at 7:15 p.m.).

    Approval of Minutes:

    2 Approval of March 21, 2019 minutes:

    Council Member Stith made a motion to approve the minutes of March 21, 2019. Council Member Watt seconded the motion. Roll Call: (4/0). Motion Carried. (Council Member Jeff Plumlee abstained and Council Member Matt Francis had not yet arrived.)

    4 Department Reports:

    Court Clerks Renee and Linda retiring April 26, 2019 Duane Foster — Water & Sewer Department Gayla Staham – Chief Financial Officer Chief Bryan Watts — Police Department Audra Bell – Library

    • Representative Kevin Gardner with Orion Solid Waste addressed City Council.

    Motion to Suspend the Rule:A voice vote was called for and all voted “aye”, the issue passed unanimously.

    Council Member Stith made a motion read Ordinance 04-18-2019A by title only. Council Member Watt seconded the motion. Roll Call: (6/0) Motion Carried.

    City Attorney read Ordinance 04-18-2019A by title only.

    Council discussion.

    Council Member Watt made a motion to approve Ordinance 04-18-2019A. Council Member Stith seconded the motion. Roll Call: (6/0) Motion Carried.

    Council Member Plumlee made a motion to read the emergency clause of Ordinance 4-18-2019A. Council Member Watt seconded the motion. Roll Call: (6/0) Motion Carried.

    City Attorney read the emergency clause of Ordinance 04-18-2019A.

    Council Member Plumlee made a motion to approve Resolution 2019-6. Council Member Mott seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.

    • Ordinance 04-18-2019B – Revising Code for Weeds & Grass:

    Council Member Stith made a motion read Ordinance 04-18-2019B by title only. Council Member Watt seconded the motion. Roll Call: (6/0) Motion Carried.

    City Attorney read Ordinance 04-18-2019B by title only.

    Council approval of Ordinance 04-18-2019B. Roll Call: (6/0) Motion Carried.

    • Policies for Elkins Water & Sewer Department:

    Elkins Water & Sewer Department requesting the amount of deposit and reconnection fees be increased.

    Council Discussion

    Council authorizes City Attorney to prepare an Ordinance. A voice vote was called for and all voted “aye”, the issue passed unanimously.

    • Appraisal of Real Property (Old Bank Building):

    Mayor requesting to be authorized to find a buyer for the old bank building which appraised for

    $29,000.

    Council Discussion.

    Council authorizes Mayor to find a buyer for the real property. A voice vote was called for and all vored “aye”, the issue passed unanimously.

    • Appointment of Park Committee Members:

    Council Member Stith made a motion approve the appointment of six (6) Committee members with Council Member Lindsay Watt as Ex-Officio Member. Council Member Francis seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.

    • Auction Authorization:

    Council Member Stith made a motion to authorize police vehicles and Misc. items to be auctioned. Council Member Mott seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.

    7 Committee of the Whole:

    • Spring Cleanup – May 3-4 (8:00 a.m. – 4:30 p.m.)
    • City Yard Sale April 26-27, no permit required.

    Discussion to allow 6 months to clean up burned house after incident.

    • City Attorney outlined the duties of council members and clarified procedures for ordinances and resolutions.
    • Adjourn – Council Member Plumlee made a motion to adjourn at 8:16 p.m. Council Member Mott seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously.
