    City of Elkins, Arkansas City Council Meeting

    TIME:                 7:00 p.m.

    DATE:                 March 21,2019

    PLACE:              Elkins City Administration Building, Elkins, Arkansas

    Present:               Mayor Bruce Ledford, Council    Member Lloyd  Stith,   Council Member Eric McGill, Council Member Lindsay Watt, Council Member Janet Mott, Council Member Matt Francis, and City Attorney Morgan Doughty.

    1. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
    2. Janet Mott led the invocation.
    3. Chris Smiley led the Pledge of Allegiance.
    4. City’ Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Lloyd Stith, Council Member Eric McGill, Council Member Janet Mott, and Council Member Matt Francis were present. Council Member Jeff Plumlee was absent.
    5. Approval of Minutes:

    Approval of February 21, 2019 minutes.

    Council Member Stith made a motion to approve the minutes of February 21,2019. Council Member Watt seconded the motion. Roll Call: (4/0). Motion Carried. Council Member Janet Mott abstained.

      • Approval of Conditional Use Permit for Model Home and Parking Lot at 1063 Jessica Leigh:

    Council Member Stith made a motion to approve the Conditional Use Permit. Council Member Watt seconded the motion. Roll Call: (5/0). Motion Carried.

    A Resolution expressing the willingness of the City of Elkins, Arkansas, to utilize Arkansas Economic Development Commission general assistance grant program funds.

    Council Member Francis made a motion to approve Resolution 2019-5. Council Member Watt seconded the motion. Roll Call: (5/0). Motion Carried.

      • State of the City address by Mayor Ledford.
      • Police Chief Bryan Watts recognized Lt. Troy Reed for his outstanding dedication to the Police Department and community.
      • Police Chief Bryan Watts requested authorization to purchase K-9 Mace in the amount of $4000, with the total expenditures for the K-9 to be $9,000 – $10,000.

    Council Member Watt made a motion to authorize the expenditures for the K-9.

    Council Member Mott seconded the motion. Roll Call: (5/0). Motion Carried.

    1. Committee of the Whole:
      • Police Chief Bryan Watts requested authorization for the Elkins Police Department officers to do extra duty at the University of Arkansas.

    Council Member Mott made a motion to authorize the police officers to do extra duty at the University of Arkansas. Roil Call: (5/0). Motion Carried.

      • Spring Cleanup dates changed to May 3rd – 4lh (8:00 a.m. – 4:30 p.m.)
      • Oakwoods Cleanup will be held March 30lh – need volunteers
    10. Adjourn – Council Member Watt made a motion to adjourn at 7:56 p.m. Council
