    City of Elkins, Arkansas City Council Meeting 

    TIME; DATE: PLACE:  7:00 p.m. May 19, 2022 Elkins City Hall, Elkins, Arkansas 

    Present: Mayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope, Council Member Chris Smiley, and City Attorney Tom Kieklak 

    A) Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00p.m

    B) Chris Smiley led the invocation

    C) Jim Cope led the Pledge of Allegiance

    D) City Clerk, Delia Foster, took roll: Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope, and Council Member Chris Smiley were present. Council Member Jeff Plumlee and Council Member Lindsay Watt were absent

    E) Approval of Minutes

    Approval of April 21, 2022 City Council Meeting Minutes:

    Council Member Cope made a motion to approve the City Council Meeting Minutes of April 21, 2022. Council Member Smiley seconded the motion. Roll Call: (470) Motion Carried 

    F) Committeeofthe-Whole

    ACoach Anna Drake gave the Council an update on the Sports Complex, Chad with the Washington County Civic League met with the committee and gave recommendations on areas of improvement. Also, met with Athletic Field Services of Arkansas to obtain an estimate to improve fields and get them up to safe playing condition. Requested trash barrels be added to each dugout to cut down on trash being left in dugouts

    B) Mayor Ledford informed the Council that CARDS failed to bill the contract increase of $.97 per customer for the months of January, February, and March. The City absorbed the difference in lieu of passing it on to customers

    G) Department Reports: 

    Chief Bryan Watts Police Audra Bell Library Judge Terra Stephenson Courts Chief J.D. DeMott Fire Department Duane Foster Water, Sewer, Streets 

    H) Unfinished Business

    A) Elkins Trail Grant: 

    Council Member Francis made a motion to authorize the Mayor to enter into a contract with EnviroTech Solutions, LLC for the engineering of the Elkins Trial Grant. Council Member McGill seconded the motion. Roll Call: (470) Motion Carried 

    I) New Business 

    A) Sewer Line: 

    Council Member Smiley made a motion to authorize Mayor Ledford to request Garver Engineering to split the sewer line project bid into 3 phases: 1) Pump Station; 2) Forced Main; 3) Distribution lines. Council Member Cope seconded the motion. Roll Call: (4/0) Motion Carried

    J) Adjourn

    Council Member Francis made a motion to adjourn at 7:29 p.m. Council Member Smiley seconded the motion. A voice vote was called and all voted “aye, the issue passed unanimously
