    ELKINS PUBLIC LIBRARY
    Board of Trustees Meeting Minutes
    Tuesday, March 16, 2021

    I. The meeting was called to order at 6:10 pm by Board President Eve Owens. Also present were members Jacque Faubus, David Harrelson, MaryJo Smith, and Paulette Tate, City Council Member Matt Francis, and Water and Sewer Committee member Mike Abbiatti. Due to COVID-19, this meeting was conducted on Zoom.

    II. Approval of Minutes: The Minutes from the meeting on January 12, 2021 were approved unanimously following a motion to approve by David Harrelson and a second by MaryJo Smith.

    III. EPL Reports

    A. City Council: Matt Francis introduced Mike Abbiatti, who is a member of the Water and Sewer Committee. It is still a challenging year for City meetings on Zoom. Matt is wanting to make a motion at the next City Council meeting to reinstate Library funding.

    B. Financials: We should be sitting at approximately 17% expended and we’re sitting at 16%, so we’re very close to where we should be.

    C. Statistics: Small business classes are just starting.

    D. Programming: Spring Storytime is taking off. Craft kits go out the day before. Robotics is going well virtually. Teen Book Club started this month with the LTC grant – Abby is hosting. We are scheduling an evening nutrition class for April; it will be family based – they are encouraging whole families to attend. We had Read Across America week – read virtually to over 300 kids. We have a plan for Spring Break programming to make Oobleck. For our Summer Reading, all 5 slots are filled June 17 – July 22.

    IV. Old Business

    A. Limited Reopening: Info on area libraries was included in the materials for this meeting. Audra and Abby have had their first shots and will have their 2nd shots by April 1. We could maybe start partial days beginning April 15, with 5-7 people at a time, 2 afternoons and 2 mornings a week, using Municipal League guidelines for masks.

    B. Budget Update: We’re where we should be on expenditures. The April City Council meeting will include a budget review.

    V. New Business

    A. Children’s Librarian: Abby got a position in Springdale and will be leaving the end of March, but she will be producing storytime videos into May. She will be on payroll at 3 hours per week for the LTC grant. Audra will be posting the Position Announcement.

    B. Building Repairs: We have a leaky toilet that started in mid-January. The City was contacted January 29 and asked for repairs to be done. It has yet to be fixed, but it is stripped apart. Motion was made by MaryJo Smith and seconded by Jacque Faubus to send an email to the Water and Sewer Committee to request that the City pay the very large water bill.

    VI. Announcements

    A. We will be featured in the Enterprise Leader with the press release on the last grant we received. Audra will be going virtually to the NTEN Conference.

    VII. Next Meeting Date: The next meeting will be April 6, 2021 at 6 pm.

    VIII. Adjournment: Motion to adjourn by MaryJo Smith at 7:30 pm, seconded by David Harrelson, approved unanimously.
