AN ORDINANCE REDISTRICTING CITY WARDS
WHEREAS, cities have an obligation and a responsibility to insure that wards are of substantially equal population; and
WHEREAS, as a result of cettain annexation initiatives, several areas have been incorporated into the city limits of Elkins; and
WHEREAS, recently certified results of a special census, conducted on 10/20/2005, indicate that the city’s population has increased to 2,223 from 1,251; and
WHEREAS, the staff of the Northwest Arkansas Regional Planning Commission has conducted a demographic analysis of the City’s wards; has recommended that redistricting be undertaken; and has prepared a redistricting plan for consideration; and
WHEREAS, Arkansas law vests city councils with apportionment and redistricting authority; and
WHEREAS, it is the desire of the City Council, that the ward redistricting plan, as recommended, be approved.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELKINS, ARKANSAS:
SECTION 1. That the ward redistricting plan, depicted on the map attached hereto and made a part hereof, be and is hereby adopted; with said map to serve for 2006 general election purposes, and thereafter, beginning January 1, 2007, as the Official Ward Map for the City of Elkins, Arkansas.
SECTION 2. That all previous ward maps and boundary descriptions associated therewith are hereby repealed.
SECTION 3. That a duly certified copy of said Map shall be submitted to the Washington County Election Commission, and filed in the Office of the Washington County Clerk.
