    ELKINS PUBLIC LIBRARY Board of Trustees Meeting Minutes
    Tuesday, July 27, 2021

    I. The meeting was called to order at 6:30 pm by Board President Eye Owens. Also present were members David Harrelson, Paulette Tate, City Council Member Matt Francis, Friends of the Library President, Linda Maple; Washington County Library Board Member Susan Unger, Guests Mike and Nan Abbiatti.

    II. Adopt the Agenda: The agenda was adopted unanimously-motion by Paulette Tate and seconded by David Harrelson.

    III. Annual Walk Through: Several small items needing repair were found, parking lot needs to be re-striped, computer chairs need to be replaced. The new toilet is in place.
    A. Sign Update: We received 2 quotes. One was quite a bit lower than the other.

    IV. Approval of Minutes
    A. The Minutes from the meeting on May 18, 2021 were approved unanimously – motion by David Harrelson and seconded by Paulette Tate.

    V. Reports
    A. Council Update: Matt Francis stated that there is an All-Committee meeting scheduled for 9/2/2021 (first Thursday) at 7 pm at the Community Center. Several granits have been submitted this year. The second quarter budget review was held – we are still short, but revenues are going up-on track to be back up on reserves. Elkfest is scheduled for August 7.
    B. Friends of the Library: Linda Maple said that we had a great book sale. We made around $1,00 on just books, plus dues, etc. We have $3,435.55 in the account. Friends will pay for the new sign for the Library. Our next book sale is planned for October:
    C. Washington County Library Board: Susan Unger stated that the next Board: meeting is scheduled in September, with a recommendation that cities will need to support their libraries in order to get full funding from the County Library Board.
    D. Elkins Public Library
    Financials: We are coming in at 44% expended. We’ve received a lot of donations. Statistics: Our numbers are going up! Programming: We just finished our Summer Reading Program. We have Robotics – Tinker Squad; high school will start up in fall. We will not have a Teen Reading Program.

    4. Grants: We have applied for some grants, plus working on a couple more.
    VI. Old Business

    A. Water Bill Update: The City will not be helping us to pay.
    B. Children’s Librarian: The position is open again. One applicant has the required qualifications – an interview has been scheduled
    VII. New Business

    A. Elkfest – History Project: Elkfest is scheduled for August 7. The website is up for the History Project. We will be taking oral histories from folks at the Senior Center.
    B. ECN Library Appreciation Event: We’re looking at October, will coordinate with the Book Sale..
    Strategic Planning: We need a committee to do a new strategic plan. We would like to see Mike Abbiatti and Case Kirk on this committee.
    VIII. Announcements
    A. Jacque Faubus is resigning from the Elkins Library Board.
    IX. Next Meeting Date: The next meeting was set for September 21, 2021 at 6:30 pm.
    Adjournment: Motion to adjourn by David Harrelson at 9:15 pm, seconded by Paulette Tate, approved unanimously.
