Present;
Mayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Lindsay Watt, Council Member Jeff Plumlee, Council Member Mary Cope, Council Member Chris Smiley, and City Attorney Tom Kiekiak
A) Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
B) Chris Smiley led the invocation.
C) Cpt. Troy Reed led the Pledge of Allegiance.
D) City Clerk, Delia Foster, took roll: Council Member Eric McGill, Council Member Lindsay Watt, Council Member Matt Francis, Council Member Jeff Plumlee, and Council Member Mary Cope, and Council Member Chris Smiley were present,
E) Approval of Minutes:
Approval of February 17, 2022 City Council Meeting Minutes:
Council Member Watt made a motion to approve the City Council Meeting Minutes of February 17, 2022. Council Member Cope seconded the motion. Roll Call: (6/0) Motion Carried
F) Committee–of–the–Whole:
Free City Wide Yard Sale– Thursday, 4/21/22 – Saturday, 4/23/22. City Wide Clean–Up – Friday, 04/29/22 – Saturday, 4/30/22 (8AM–4PM) Sports Complex – Mayor Ledford read a letter from citizen – council discussion.

Chief Bryan Watts – Police Duane Foster – Water, Sewer, Streets Alexis Ward – Court
H) Unfinished Business:
A) Ordinance 2022-3 – Ordinance Establishing Police and Fire Protection Impact Fees:
Council Member Smiley made a motion to suspend the rule and to read Ordinance 2022–3 by title only. Council Member Francis seconded the motion. Roll Call: (6/0) Motion Carried
City Attorney, Tom Kieklak, read Ordinance No. 2022–3 by title only.
Council Member Plumlee made a motion to approve Ordinance 2022–3. Council Member Smiley seconded. Roll Call: (6/0) Motion Carried
Council Member Plumlee made a motion to approve the emergency clause of Ordinance 2022–3. Council Member Smiley seconded the motion. Roll Call: (5/1) Motion Carried
The following accounts will be set up with Arvest Bank for depositing the Impact Fees:

I) New Business
A) Resolution 2022–4 – ARDOT Grant:
Council Member Watt made a motion to approve Resolution 2022–4. Council Member Cope seconded the motion. A voice vote was called and all voted “aye“, the issue passed unanimously.
Adjourn:
Council Member Francis made a motion to adjourn at 8:10 p.m. Council Member Plumlee seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously.
