    City of Elkins, Arkansas City Council Meeting

    PresentMayor Bruce Ledford, Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope, Council Member Chris Smiley, Council Member Jeff Plumlee and City Attorney Tom Kieklak 

    A) Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m

    B) Chris Smiley led the invocation

    C) Mary Cope led the Pledge of Allegiance

    D) City Clerk, Delia Foster, took roll: Council Member Eric McGill, Council Member Matt Francis, Council Member Mary Cope, and Council Member Chris Smiley, and Council Member Jeff Plumlee were present and Council Member Lindsay Watt was absent

    E) Approval of Minutes: 

    Approval of May 19, 2022 City Council Meeting Minutes:

    Council Member Cope made a motion to approve the City Council Meeting Minutes of May 19, 2022. Council Member Smiley seconded the motion. Roll Call: (4/0) Council Member Plumlee abstained. Motion Carried 

    F) Committeeof-theWhole

    A) Mr. Jerry Kopke spoke to the council regarding the rate study he completed which was in compliance with Act 605. He recommended an increase of 1% per year for water rates and 8.4% per year for sewer rates for 5 years

    B) Fireworks show will be held July 1st at Bunch Park

    G) Department Reports: 

    Chief Bryan Watts Police Audra Bell Library Alexis Ward Courts Chief J.D. DeMott Fire Department

    I) New Business 

    A) Resolution 2022-5 – Appropriate Utility Impact Fees for the Expansion of Capacity of the Elkins Utility System Water Infrastructure: 

    Council Member Francis made a motion to approve Resolution 20225. Council Member Smiley seconded the motion. A voice vote was called and all voted aye, the issue passed unanimously

    B) Discussion Regarding Sewer Contract with City of Fayetteville: 

    City of Fayetteville is seeking to increase sewer rates to $7.20 per 1,000 gallons. A contract was signed on September 7, 2021 with the City of Fayetteville, which set the rate of $5.04 per 1,000 gallons with a rate increase of 3% per year. Council discussed with the City Attorney that every effort should be taken to maintain and enforce the current contract

    C) Elkins Fire Department Invoice: 

    Council Member Smiley made a motion to approve invoice in the amount of $11,924.82 to G&W Diesel for repairs to Unit 451. Council Member Francis seconded the motion. A voice vote was called and all voted aye, the issue passed unanimously

    J) Adjourn

    Council Member Smiley made a motion to adjourn at 7:35 p.m. Council Member Francis seconded the motion. A voice vote was called and all voted aye, the issue passed unanimously
