    PUBLIC HEARING NOTICE

    NOTICE IS HEREBY GIVEN by the City of Elkins, Arkansas that the Elkins City Council will hold a public hearing at the regular meeting of the City Council to be held at Elkins City Hall located at 1874 Stokenbury Rd., Elkins, AR 72727 on December 21, 2023, at 6:30 p.m. 

    The public hearing will be held for the purpose of hearing public comments about a proposed increase in the Elkins Sewer Rates. A proposed Ordinance to set the new rates was introduced at the Elkins City Council Meeting on November 17, 2023. All interested parties shall have an opportunity to be heard concerning the proposed new rates and fees. Copies of the Ordinance establishing new rates and fees for City of Elkins sewer service are open to public examination in the utility office and the City Clerk’s office at the Elkins City Hall and shall remain there prior to the public hearing, 

    The proposed rates and fees that will be considered by the Elkins City Council are:

    2,001-5,000 gal. 

    $8.55/ 1,000 gal.

    Present: 

    Mayor Troy Reed, Council Member Mary Cope, Council Member Matt Francis, Council Member Anna Drake, Council Member Eric McGill, Council Member Jeff Graves and Attorney Tom Kieklack. 

    1. Mayor Troy Reed called the City Council Meeting of the City of Elkins to order at 7:00 p.m. 
    2. Council Member Chris Smiley led the invocation. 
    3. Sports Coordinator Patrick Yarberry led the Pledge of Allegiance. 
    4. City Clerk, Teresa Graves, took roll: Council Member Anna Drake, Council Member Mary Cope, 

    Council Member Matt Francis, Council Member Chris Smiley, Council Member Eric McGill, Council Member Jeff Graves. 

    1. Approval of Minutes: 

    Council Member Cope made a motion to approve the City Council Meeting Minutes of November 16, 2023. Council Member Drake seconded the motion. A voice vote was call and Council Members Drake, Cope, Smiley, McGill, Graves voted “aye” 

    Council Member Frances abstained.

    Council Member Francis made a motion to approve Ordinance No. 2023-06 as read with emergency clause. 

    Council Member Cope seconded the motion. A voice vote was called and all voted “aye” the Ordinance passed unanimously. 

    Council Member Francis made a motion to be read by title & suspend rule. 

    Council Member Smiley seconded the motion. A voice vote was called and all voted “aye” 

    1. B) Ordinance 2023-7 Amend & Adjust Monthly Water & Sewer Rates 

    Council Member Francis made a motion to approve Ordinance 2023-7 to amend & adjust monthly 

    water & sewer rates. 

    Council Member Cope seconded the motion. A voice vote was called and all voted “aye” the amend & adjust passed unanimously. 

    1. C) Resolution 2023-24 Approval of the 2024 Budget 

    Council Member Cope made a motion to approve the Resolution 2023-23 authorizing the approval of the 2024 Budget. 

    Council Member Francis seconded the motion. A voice vote was called and all voted “aye” the resolution passed unanimously. 

    1. D) Library Board Appointment 

    Council Member Francis made a motion to approve the appointment of Audra Bell as Library Board Member. 

    Council Member Cope seconded the motion. 

    A voice vote was called and all voted “aye” the approval passed unanimously. 

    1. E) Tri–State Enterprises, Inc. Invoice Approval – Street Department 

    Council Member McGill made a motion to approve the Invoice for Sand/Salt Spreader. 

    Council Member Graves seconded the motion. 

    A voice vote was called and all voted “aye” the approval passed unanimously. 

    1. F) Rezoning Application Approval 

    Council Member Francis made a motion to approve rezoning application A1 to C2. Council Member Drake seconded the motion. 

    A voice vote was called and all voted “aye” the approval passed unanimously.
