Council Member Anna Drake, Council Member Eric McGill, Council Member Mary Cope, Council Member Chris Smiley, Council Member Matt Francis, Council Member Jeff Plumlee and City Attorney Tom Kieklak

Mayor Troy Reed called a City Council Meeting of the City of Elkins at 7:00 p.m.
- 2.
Chief J.D. DeMotte led the invocation.
- 3.
Jim Cope led the Pledge of Allegiance.

City Clerk, Delia Foster, took roll: Council Member Anna Drake, Council Member Mary Cope, Council Member Eric McGill, Council Member Chris Smiley, Council Member Matt Francis, and Council Member Jeff Plumlee were present.
Approval of Minutes:
Approval of February 16, 2023 City Council Meeting Minutes:
Council Member Drake made a motion to approve the City Council Meeting Minutes of February 16, 2023. Council Member Cope seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously. Council Member Plumlee and Council Member Francis abstained.
Committee-of–the–Whole:
A reminder that Spring Clean-up is scheduled April 21-22, 2023.

Mayor Reed discussed the possibility of the City moving to the APERS retirement plan for employees.

Discussion of providing a family health insurance incentive program which would pay employee’s part of family coverage after 12 years of employment,
Chris Bunton informed the Council of the approval letter from the Department of Health to begin Phase 1 of the sewer improvement project.

Resolution 2023-6 Waive Competitive Bidding and Approve the Purchase of Critical Rescue Equipment for use by the Fire Department in the City of Elkins, Arkansas:
Council Member Cope made a motion to approve Resolution 2023-6. Council Member Smiley seconded the motion. Roll Call: 6/0 Motion Carried
Resolution No. 2023-7 Approve Amended Professional Services Agreement by and Between Garver, LLC and The City of Elkins for Wastewater Capacity Improvements Project:
Council Member Smiley made a motion to approve the Resolution No. 2023-7. Council Member Francis seconded the motion. Roll Call: 6/0 Motion Carried
Ordinance No. 2023-2 Redirect Funds Used for City Council Member Compensation to the Funding of Electronic Tablets for use by the City Council Members of the City of Elkins, Arkansas:
Council Member Smiley made a motion to suspend the rules and read Ordinance No. 2023-2 by title only. Council Member McGill seconded the motion. Roll Call: 6/0 Motion Carried
City Attorney, Tom Kieklak, read Ordinance No. 2023-2 by title only.
