Present: Mayor Bruce Ledford, Council Member Eric McGill, Council Member
Lindsay Watt, Council Member Matt Francis, and City Attorney Tom Kieklak
1. Mayor Bruce Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
2. J.D. DeMott led the invocation.
3. Preston Griffith led the Pledge of Allegiance.
4. City Clerk, Delia Foster, took roll: Council Member Lindsay Watt, Council Member Eric McGill, and Council Member Matt Francis were present. Council Member Janet Mott, Council Member Lloyd Stith, and Council Member Jeff Plumlee were absent.
5. Approval of Minutes:
Approval of January 16, 2020 Regular Meeting Minutes:
Council Member Francis made a motion to approve the regular council meeting minutes of January 16, 2020 as presented. Council Member Watt seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously (with Mayor Ledford voting).

8. New Business
A) Resolution 2020-3 Adopting 2019 Final Budget:
Council Member McGill made a motion to approve Resolution 2020-3. Council Member Francis seconded the motion. A voice vote was called, 3 voted “aye”, and 1 voted “nay”, the issue failed (with Mayor Ledford voting).
B) Approval of Conditional Use Permit for 2865 Colton Cove:
Council Member Francis made a motion to approve the Conditional Use Permit for 2865 Colton Cove. Council Member McGill seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously (with Mayor Ledford voting).
C) Resolution 2020-4 Authorize Purchase of Skid Unit by Fire Department:
Council Member Francis made a motion to approve Resolution 2020-4. Council Member McGill seconded the motion. A voice vote was called for and all voted “aye”, the issue passed unanimously (with Mayor Ledford voting).
9. Committee of the Whole:
A) Rabies Clinic March 28th at Community Center
10. Adjourn – Council Member Francis made a motion to adjourn at 7:29 p.m. Council Member McGill seconded the motion. A voice vote was called and all voted “aye”, the issue passed unanimously (with Mayor Ledford voting).
