City of Elkins, Arkansas City Council Meeting
TIME: 7:00 p.m.
DATE: November 4, 2010
PLACE: Elkins City Administration Building, Elkins, Arkansas
Present: Recorder/Treasurer Sunny Ledford, Alderman Lloyd Stith, Alderman Terri Miller,
Alderman Duane Foster, Alderman Bruce Ledford, Alderman Bernice Johnson and
Attorney Danny Wright.
1. Recorder/Treasurer Sunny Ledford called a City Council Meeting of the City of Elkins at 7:00 p.m.
2. Bill Price led the invocation.
3. Virginia Gardner led the Pledge of Allegiance.
4. Administrative Assistant Kyla Graves called roll: Alderman Lloyd Stith, Alderman Terri Miller,
Alderman Duane Foster, Alderman Bruce Ledford, and Alderman Bernice Johnson were in
attendance. Alderman Bonnie Wilcox was absent.
5. Approval of 10/21/2010 minutes- Alderman Miller made a motion to approve the minutes as read.
Alderman Stith seconded the motion. Roll Call: (5/0) Motion Carried.
6. New Business- NIA
7. Unfinished Business-
A.) Resolution City Attorney Contract- moved to next meeting
B.) Resolution 27- Reference MS4 Jurisdictions-Alderman Miller made a motion to approve
Resolution 27, which was seconded by Alderman Stith. Roll Call: (5/0) Motion carried.
C.) Will Dobbs property- Mr. Dobbs spoke about the road he paved not being wide enough. He
paved it 10ft. wide, according to Land Use Code it is supposed to be 15ft. wide. Mr. Dobbs stated
he was not notified of this until after it was already paved. Alderman Ledford stated he would like
to provide new businesses a packet that outlines the guidelines that they need to meet before
getting a business license. Alderman Miller made a motion to give Mr. Dobbs a six month
extension on his conditional use permit, which was seconded by Alderman Stith. Discussion
continued between Mr. Dobbs and Don Cryder. Alderman Ledford called to question. Roll Call:
(5/0) Motion carried.
D.) Bill Price- Mr. Price addressed the council regarding the letter all of the Elkins Water
customers received. Alderman Stith explained the letter, but requested that Mr. Price call David
Turner for a total explanation. Alderman Stith also suggested the Water Department place an ad
or send out another letter explaining the original letter.
7.Committee of the Whole-
A.) BudgeVFinance Committee meeting to be held Wednesday, November 17, 2010, at 6pm.
B.) Citizens Comments-
Citizen Barbara King addressed the Council regarding the possibility of a Washington County
Animal Shelter being built. She stated that the City of Fayetteville will no longer be accepting
animals from other municipalities or the county after 12/2011. She asked if the City of Elkins
would be interested in working with the County Shelter if it is decided to build one. She asked the
council members to contact the Quorum Court and stress how important building a county shelter
is to the municipalities.
C.) Alderman Stith asked if Mayor Ladyman is still a resident of Elkins. The answer was not
given. Alderman Miller made a motion to suspend the rules and go back in to New Business,
which was seconded by Alderman Stith. Roll Call: (5/0) Motion carried.
8. New Business-
A.) Resignation of Mayor- Alderman Miller made a motion and asked for the resignation of Mayor Ladyman due to the fact that he is no longer a resident and his Water service had been turned off, which was seconded by Alderman Foster. Recorder/Treasurer Sunny Ledford is to write a letter to the Mayor asking for his resignation effective immediately. She will also ask that any keys, or other property belonging to the City of Elkins be turned in immediately as well. Roll Call: (5/0) motion carried.
Alderman Miller made a motion to adjourn at 8:15. Alderman Stith seconded the motion.
